I have a normal, metal mailbox. I am going to add a lock at the top where you open the box & a slot for the mail to be placed in the box. What do I use to put the hole & slot in the mailbox? What type of tool?

Is this a rural type box? a front door, residential, decorative box? A community type mail box?
First of all you should check with your local post office. They may not strictly OWN the box, but they certainly will want access to it. Depending on the type of box and situation, they may want to drop small packages. If they can’t, they’ll leave a pick up notice, which may inconvenience you.
Without knowing the type of box, advice here would have to be by assumption, and likely general.
