So I want to send a package to my friend a few states away. Its about the sized of a tissue box, and weighs about 13 oz. Can I use the blue mailboxes that are on the street and at the post office?
Also, if i were to send it by priority mail through USPS, can I use my own box, or do I need to use a USPS Priority Mail flat-rate box?
You have to go into the Post Office to mail it.
You can use your own package for priority mail if you want. They have some tape that they will wrap around it that says Priority Mail.

You need to take it to your local post office in your box with your address and the person you are sending it to and then have it weighed and measured,then they will put postage on it and mail it for you.

The rule is these days, a package that is 13oz or larger must be handed to a clerk at the post office. This is so they have your face on camera in case you’re mailing a bomb.
But, if you have a scale at home that weighs accurately in ounces, all the packaging materials and you are signed up to print postage online, you don’t have to wait in line at the post office. When I ship something large, I print up my postage at home and get the package all ready to go. If all you’re doing is dropping off you don’t even have to wait in line. Just walk up to the counter, make eye contact with a clerk and set the package down. No need to wait in line.
You don’t need a special priority box to ship something via priority mail. But it is in your best interest to use one of their boxes, or at least use a bunch of priority stickers. If your package is not clearly marked as priority on each side of the box, it may not get to its destination as fast.
I would suggest you get a box from your post office ahead of time. If you decide to bring everything up to the post office and box it up there, don’t forget to bring your own bubble wrap and tape. They don’t provide it for free, and it’s expensive if you have to buy it there.
