I had a box with Mailboxes Etc and they said that I can not request to have my mail forwarded by the post office. I am now moving from apartment to apartment and setting up mail forwarding. Why is it that Mailboxes Etc would not allow it but I can do it with my apartment? Isn’t it essentially the same type of thing?
The Post Office ties a forwarding order to an address, not just a name. Unlike your apartment complex, the box numbers assigned to each customer are for MBE’s use only…the Post office only recognizes the store as a single address.
So, if you submitted a forwarding order from that address, you could basically get the mail belonging to every MBE customer that uses that location, plus the store itself. Neither the Post Office nor the store is going to accept the liability for screening the name on every piece of mail.

Same thing happened to me when I moved from a house I was sharing with two friends. I submitted a forwarding order and then started getting my friends’ mail too.
