Is it legal to use a residential mailbox for business flyers?

if it’s not do you know where I can find the legal information about it?
I was sure it was not legal but could not find any references on the net, My home owner association is doing it and I wanted to confront them at a meeting they are having tomorrow but would like to have the legal reference numbers and terms to thrown in their face.
I found this and it will do just fine to make my point with the HOA

How Current is This? Whoever knowingly and willfully deposits any mailable matter such as statements of accounts, circulars, sale bills, or other like matter, on which no postage has been paid, in any letter box established, approved, or accepted by the Postal Service for the receipt or delivery of mail matter on any mail route with intent to avoid payment of lawful postage thereon, shall for each such offense be fined under this title.

only if you take them to the post office and pay them the bulk rate on the flyers or advertisements otherwise it is against federal law to open anyones mailbox other than your own

    it is legal if the business has affixed proper postage to the flyers. its also legal to throw the flyers away after taking them out of your mailbox. I know they are a pain but think about us poor mailmen puting out about 6 or 7 hundred of those on our daily route!

    Legally speaking you can’t place stuff in someone’s mailbox unless you are the mailman. That’s why pizza shops and others hang stuff on your door instead.
